About Paul Moss
I chaired several Reinsurance Steering Committees representing large groups of international reinsurers, most notably the Mission Insurance Group and Delta Elkhorn. These disputes produced important case-law relating to insurance company insolvency. I spearheaded a group of reinsurers looking to achieve a resolution of the disputes arising out of the enormous losses claimed against the reinsurance market, following a mass of litigation between disaffected Lloyd’s Names and their Managing Agents (see AXA Re v Field HL 1996).
I was deposed in the Silverstein litigation (New York) in connection with the dispute arising out of the attack on the World Trade Center as QBE’s Part 36(b) 6 witness, and I helped co-ordinate the successful defense of the New York action.
During my career, I have taken responsibility for the management of claims teams around the globe involving the development of claims infrastructure, claim philosophy, systems, processes and controls for AXA Re Paris, London, New York, Montreal, Miami and Singapore. I achieved significant balance sheet savings by adopting pro-active claims resolution solutions to large financial disputes, for both AXA Re and QBE. I created an in-house run-off function, including the promotion and management of Solvent Schemes of Arrangement. I firmly believe in recycling claim outcomes back into the underwriting process, to achieve consistency and savings. It is important that the claims function does not operate in a vacuum but is integral to the development of the business. I recognise the value of key customer retention. I am passionate about internal training and the development of know-how. I have created initiatives to stem claim leakage at both a primary and reinsurance level.
I now provide a claims service offering to the Insurance Linked Securities markets through Xecute (Partners) Limited – see
