In 2005 Janet became a quality and training team manager and in 2007 she was promoted to area manager. In this role Janet was responsible for complaints made against Ofsted and the quality of inspection reports. In 2009 Janet was appointed HMI status. In this diverse and challenging role she was responsible for leading inspections of children's centres and working as part of a team on school inspections. Janet also dealt with a range of complaints against Ofsted and conducted investigations into complex compliance and investigation issues to ensure providers met the Childcare Act 2006 requirements and legal regulations.
Our names are Janet Stacey and Sue Pepper. Up until 2012 we both worked as Her Majesty’s Inspectors (HMI), specialising in early years and children’s centres. While at Ofsted we focused on early years inspection, compliance and complaints against Ofsted. We took the decision to leave Ofsted in 2012 to focus on helping providers be ‘Ofsted ready’ and to help improve staff practice. We have continued to inspect as freelance inspectors so our skills and knowledge are up-to-date. In addition, we have both completed the Common Inspection Framework training and have conducted inspections under the new framework.
We offer a wide range of training for staff relating to early years practice, safeguarding and mock inspections for both early years settings and children’s centres. We have also worked with several schools to help improve their Nursery and Foundation Units
We support settings to challenge their Ofsted judgments if they feel strongly that their judgment is unfounded. When offering this service we either support the challenge with a detailed report to enable the setting to provide accurate findings to Ofsted, or offer an in-depth discussion/report as to why we feel the inspector has got the judgment correct.

The evidence is clear that children's experiences in the early years strongly influence their outcomes in later life, across a range of areas from health and social behaviour to their employment and educational attainment. Recent neuroscientific evidence highlights the particular importance of the first three years of a child's life. A strong start in the early years increases the probability of positive outcomes in later life; a weak foundation significantly increases the risk of later difficulties. Therefore it is vitally important that children's early experiences equip them with skills they need for life. Pepper Stacey consultancy services are based on this philosophy.
All of our training and consultancy is delivered by Janet and Sue. We do not employ any contracted staff. As a result, we are able to maintain our consistently high standards and offer a very personalised service.
