He read rural and urban estate management at degree level, and started work for the Forestry Commission in Cardiff in 1973. He moved to the Property Services Agency in Brecon, Mid Glamorgan County Council and the Valuation Office again in Cardiff, but in 1990 returned to local government at Caerphilly, where he was a cost centre manager for over 12 years.
